Dibrugarh To Become Assam's Second Capital By 2027
On Republic Day, Assam Chief Minister Himanta Biswa Sarma revealed plans to transform Dibrugarh into the state’s second capital by 2027. This move marks a significant step in the city’s development and the state’s governance structure. Dibrugarh will soon play a central role in shaping Assam’s future, with a major project set to change its urban landscape.
The CM announced that a new permanent Assam Assembly building will be constructed on the southern bank of the Brahmaputra River in Dibrugarh. Construction is expected to begin on January 25 next year, with the goal of completion within three years. Starting in 2027, one session of the Assam Assembly will be held annually in Dibrugarh. Moreover this initiative will solidify the city’s growing importance in the political arena of Assam.
In addition to Dibrugarh, other cities in Assam will see significant development. Tezpur will be developed as the state’s cultural capital. A Raj Bhavan will be established there to reinforce its cultural prominence. Meanwhile, Silchar will house a new secretariat and the chief secretary’s office. This is aimed at bridging the administrative divide between Barak Valley and Guwahati.

CM Sarma emphasized that Dibrugarh’s transformation is part of a larger vision to decentralize governance. He highlighted opening of Assam’s first CM secretariat outside Guwahati in Dibrugarh last year. The city is expected to become an important hub for governance, economic development, and progress in India.
In his Republic Day speech, the CM also paid tribute to the historical significance of India’s Constitution. He recounted an anecdote about Dr. B.R. Ambedkar’s appointment to the Constitution Drafting Committee. Despite initial resistance from leaders like Pandit Nehru, Mahatma Gandhi’s endorsement of Ambedkar’s intellectual abilities ensured his place in the committee. Furthermore CM pointed out that Ambedkar’s efforts to fight untouchability laid the foundation for an inclusive India, with the passage of Article 17 of the Constitution.
With ambitious plans set in motion, Dibrugarh is poised to become a key city in Assam’s governance. Development of Dibrugarh’s infrastructure and establishment of new institutions in other cities show clear vision for more progressive Assam. Moreover by 2027, Dibrugarh’s transformation into a second capital will serve as a testament to the state’s growth and forward-thinking leadership.
